So.. if Eau de Parfum (Pronounced Ooh-de-Parfahm rather than what I used to butcher it as Eww-de-Perfume -_-)  translates to: 

"Water of perfume"

So then.... Eau de Toilette technically must mean... "water of toilet".

Google and Wikipedia-- my internet bible(s), confirm that this is true! 

I can totally imagine my future conversations about this.

"Kim what perfume are you using?"

"Oh you know. Toilet water.
